OCCUPATION: San Juan Capistrano Councilmember
As your councilman for the last 4 years, I have fought hard to retain our small town charm and equestrian lifestyle. I helped establish our Open Space Committee, obtaining and preserving acres of new open space, new trails and parkland.
Drawing on 33 years of law enforcement experience, I have always made public safety my top priority, supporting our Sheriff’s Department, School Resource Officer program and adding more fire personnel and equipment as a Board member of the Orange County Fire Authority.
I have worked for regional solutions to our transportation issues. I have supported projects that serve to divert traffic around our town and not through it. We need traffic relief now, and I will continue to pursue funding for responsible traffic solutions.
I have brought greater involvement by citizens in governance of our city by encouraging participation, transparency, and communication through my Meet the Mayor program, quarterly newsletters, record attendance at council meetings, and vote to give our residents the final say on any proposed change to open space.
As a 32 year resident, I know the importance of preserving our town’s character, bringing real traffic relief, revitalizing our town center, and increasing our city’s fiscal stability.

Born in Clarksburg, West Virginia in 1947; moved to California in 1950 and has lived in San Juan Capistrano since July of 1976.
Married to Vicky since 1967. Two children,Tiffany and Sam Christopher; granddaughter, Zoe Isabella; and grandson, Maxwell Liam. Son-in-law, Michael Martinez.
